Refinements

The agent no longer downloads its settings and rules again every time its service starts, which reduces network traffic and speeds up restarts.

Bug Fixes

Fixes an issue where local groups added during a Just-in-Time session were not always removed when the session ended.
Fixes an issue where a Just-in-Time Domain Log-In request that had already failed could be processed again.
Fixes an issue where approved Just-in-Time Domain Log-In requests could stay in processing without creating the domain account when no user was signed in to the domain controller.
Fixes an issue where custom local group membership, including membership inherited through domain groups, was not reported correctly for signed-in users.
